Rep. Mary Miller (R-Ill.) has introduced a bill that seeks to limit transgender students’ participation in school sports and access to facilities such as bathrooms and locker rooms designated for girls.

The legislation would apply Title IX’s definitions of sex as strictly “male” and “female” based on biological distinctions, using those definitions to determine eligibility for athletic teams and access to facilities.

Miller said in a statement that her proposal is intended to “secure Title IX’s original purpose of protecting biological girls’ sports, privacy, and opportunities.”

The measure aligns with an executive order issued by President Donald Trump at the start of his second term, which declared that “the policy of the United States [is] to recognize two sexes, male and female. These sexes are not changeable and are grounded in fundamental and incontrovertible reality.”

In her announcement, Miller argued that policies allowing transgender girls and women to compete in female sports undermine opportunities for women and girls. “We cannot let this continue,” she wrote.

The issue has also drawn attention from Trump. Last week, he criticized California school districts that maintain transgender-inclusive policies, warning that districts not adhering to his administration’s guidance could face the loss of federal funding. In February, he signed a directive blocking federal funds for schools that permit transgender girls or women to participate in female sports.
